《上海市非机动车安全管理条例》将于2021年5月1日起施行。

The "ShanghaiSafety Regulationsfor Non-motor Vehicles" will come into effect on May 1, 2021.

What are the new regulations? What are the penalties for violating laws and regulations?

1. 禁止楼道充电It is forbidden to chargebatteryindoor

禁止电动自行车在建筑物首层门厅、共用走道、楼梯间、楼道等共用部位，以及疏散通道、安全出口、消防车通道及其两侧影响通行的区域、人员密集场所的室内区域停放、充电。

违规停放、充电的，处1千元以上1万元以下罚款，情节严重的，处1万元以上5万元以下罚款。

It is forbidden for non-motorized vehicles to be parked and charged in any common area such as the first-floor hall, aisles, stairwells, corridors, as well as evacuation passages, safety exits, fire truck passages and the areas on both sides that affect the passage, and indoor areas of crowded places.

Those who park or charge illegally shall be fined no less than RMB 1,000 and no more than RMB 10,000. If the circumstances are serious, a fine of no less than RMB 10,000 but no more than RMB 50,000 shall be imposed.

2. 禁止改装车It is forbidden to modify vehicles

禁止驾驶拼装、加装、改装的非机动车上道路行驶。

违者，处50元以上200元以下罚款。

It is forbidden to drive assembled, retrofitted, or modified non-motorized vehicles on the road.

Violators shall be fined between RMB 50 and RMB 200.

3. 戴头盔Wear helmets

驾驶电动自行车时，驾驶人和乘坐人员必须戴安全头盔。

违者由公安机关处警告或者20元以上50元以下罚款。

When driving a non-motorized vehicle, the driver and passengers must wear safety helmets.

Violators shall be warned by the public security department or be fined between RMB 20 and RMB 50.

4. 礼让行人Pedestrian first

驾驶非机动车时，行经人行横道时减速行驶，遇行人正在通过人行横道的停车让行。行经没有交通信号的道路时，遇行人横过道路的，应当避让。

违者由公安机关处警告或者20元以上50元以下罚款。

When driving a non-motorized vehicle, slow down when passing a crosswalk.When a pedestrian is passing through the crosswalk, stop and give way. When passing a crossroad without traffic lights, give wayto the pedestrian.

Violators shall be warned by the police or be fined between RMB 20 and RMB 50.

5. 不得逆向行驶Do not drive inopposite direction

违者由公安机关处警告或者20元以上50元以下罚款。

Violators shall be warned by the police or be fined between RMB 20 and RMB 50.

6. 不得长鸣喇叭Donot honk continuously

驾驶非机动车时不得连续多次长时间鸣喇叭。

违者由公安机关处警告或者20元以上50元以下罚款。

When driving a non-motorized vehicle, it is not allowed to honk continuously multiple times.

Violators shall be warned by the police or be fined between RMB 20 and RMB 50.

7.不得手持打电话 Donot make phone calls with phone in hand

驾驶非机动车时不得实施以手持方式拨打接听电话，浏览电子设备等妨碍安全驾驶的行为。

违者由公安机关处警告或者20元以上50元以下罚款。

When driving a non-motorized vehicle, it is not allowed to conduct behaviors that hindersafe driving, such as making and answering phone calls withphone inhandor browse electronic devices.

Violators shall be warned by the police or be fined between RMB 20 and RMB 50.

8. 转弯须示意Signal before turning

驾驶非机动车转弯前减速慢行伸手示意，有转向灯的开启转向灯。超越前车时不得妨碍被超越的车辆行驶。

违者由公安机关处警告或者20元以上50元以下罚款。

When driving a non-motorized vehicle, slow down and stretch out your handbefore turning. If you have a turning signalplease turn it on. You shall not hinder the driving of the overtaken vehicle when passing the vehicle ahead.

Violators shall be warned by the police or be fined between RMB 20 and RMB 50.
